A flatplan is a page-level map, not a miniature final design. It shows what occupies each page or spread, how the issue flows, which elements are fixed, and which pages remain movable. The issue schedule tracks when the content for those slots becomes ready.

Step 1: lock the container
Record trim size, binding, total pages, cover count, printer signature requirements, reserved advertising, inserts, gatefolds, and fixed production pages. Confirm which page counts can still change and by what date. Digital-only packages need a comparable inventory of landing pages, stories, galleries, audio, newsletters, and promotion modules.
The signature requirement is physical rather than administrative. Wikipedia's description of a section in bookbinding defines a section, gathering, or signature as a group of sheets folded in half and worked into the binding as a single unit, and notes that one folded sheet produces two leaves and four sides. A page budget therefore moves in steps fixed by the folding pattern. Adding two pages to accommodate a longer feature may mean adding a whole folded group, so the editor is really choosing between cutting copy and buying several pages at once.
Step 2: place fixed material
Add covers, contents, masthead, editor's letter, recurring columns, section openers, advertising commitments, and legally required notices. Mark pages with placement restrictions. Do not infer an advertiser's adjacency request from an informal message; use the approved booking record and editorial policy.
Step 3: assign flexible stories
Give each story a working title, owner, planned length, visual type, start page, page count, and status. Alternate density and pace. Two long text-heavy features may need a visual pause between them. A strong opening spread can lose impact if the preceding page creates an unintended pairing.

Step 4: create status rules
Use separate fields for page position and production status. Suggested states are commissioned, reporting, draft received, structurally approved, fact-checked, copy-locked, designed, proofed, and released. A page can be assigned but not ready; a story can be ready but temporarily unplaced.
Give each state an entry condition and a stall rule. "Structurally approved" should mean a named editor accepted the order, length, and evidence, not that a draft arrived. Then set how long a story may sit in one state before someone must decide. If a feature holds six pages while its verification stalls, the flatplan owner needs a date on which those pages either release to a backup or move to a later issue.
Step 5: control changes
When moving or cutting pages, check contents listings, folios, jumps, cross-references, ad adjacency, color sections, image bleed, article length, and printer constraints. Record who authorized the change. Freeze page order at a stated point, then use an exception route for unavoidable moves.
