Customs Declarations for US Magazine Mailings
Mailing magazines to Canada requires a customs declaration. For small packets, use Canada Border Services Agency form CN 22. For larger shipments, use form CN 23. Both ask for contents, value, and country of origin.
Mark the goods as "printed matter" or "magazines" on the form. That classification helps CBSA apply the right duty rate. Under the USMCA, most US-origin magazines enter duty free if you include a certification of origin.
Keep a commercial invoice for bundles over CAD 20. Canada waives duty and tax on postal imports valued at CAD 20 or less. Above that, GST/HST applies unless the item is exempt.

GST/HST Registration Thresholds for Canadian Sales
The Canada Revenue Agency requires GST/HST registration once your taxable supplies to Canada exceed CAD 30,000 over four consecutive calendar quarters. That threshold includes shipping charges.
Non-resident sellers can register under the simplified GST/HST program for certain goods. But physical magazines sold to Canadian readers usually need a regular registration. Check with a Canadian tax advisor.
Collect GST/HST at the rate of the buyer's province. Ontario charges 13 percent HST. Quebec charges 5 percent GST plus 9.975 percent QST. Alberta has no provincial sales tax.

Bilingual Labelling and Quebec Rules
Canada requires bilingual labelling for many consumer products. Magazines are not prepackaged consumer goods, but Quebec's Charter of the French Language requires commercial publications to be in French. Bill 96 strengthens those rules.
For subscription envelopes and invoices sent to Quebec, add French text. Use "Abonnement" for subscription and "Veuillez renvoyer" for return. Canada Post accepts addresses in English or French, but French helps delivery in Quebec.
If you sell back issues at Canadian trade shows, print bilingual signs. The Office québécois de la langue française enforces these rules. Fines can apply for repeated violations.
Canada Periodical Fund and Advertising Rules
The Canada Periodical Fund sets eligibility and advertising rules for Canadian magazines, not US ones. The fund also requires Canadian ownership and content. US titles cannot apply.
Canadian advertisers may ask if your magazine follows the fund's rules. It does not, because you are a US publication. Still, you can use the fund's advertising definitions to structure your media kit.
